Willie Sutton was a successful bank robber in the 1950's. He was asked by reporter Mitch Ohnstad why he robbed banks, Willie's response was, "Because that's where the money is.".

We have established in chapter one that predators exist in our world. We also established the first thing the predator does is position himself where the prey is. The Diagnostic and Statistical Manual of Mental Disorders defines pedophilic disorder as follows,

" If individuals also complain that their sexual attractions or preferences for children are causing psychosocial difficulties, they may be diagnosed with pedophilic disorder. However, if they report an absence of feelings of guilt, shame, or anxiety about these impulses and are not functionally limited by their paraphilic impulses (according to self-report, objective assessment, or both), and their self-reported and legally recorded histories indicate that they have never acted on their impulses, then these individuals have a pedophilic sexual orientation but not pedophilic disorder. " In other words, if the pedophile feels no remorse or consequence for his actions, he/she is not suffering from a mental disorder, rather, a lack of empathy, and respect for children and for the general consensus of the world. From previous posts, we can classify this individual as a psychopath. More precisely a psychopath with pedophilic tendencies. Since psychopaths have no apathy or feeling for others, the act of rape, torture and even the murder of children is a simple task.  That t

his repulses you, it is exactly why pedophilic psychopaths are able to do what they do. It is the disbelief that such an individual is doing what they are doing that provides so much cover. Take for instance, William James Vahey, a teacher who for over 40 years he drugged and raped boys at 10 international schools in eight countries from Saudi Arabia to Indonesia, and from Venezuela to the UK. Vahey spent time teaching at Southbank International school in central London where he was voted by parents as the 2nd best teacher in school. He not only groomed the children but their parents as well. In 1969 Vahey was arrested and charged with child molestation after he was caught fondling boys in Long Beach, California while teaching them to swim. Predator and prey. He pled guilty and was sentenced to 90 days in jail. In 1970 he was released and placed on the sex offender register. Vahey simply left the state and nobody checked on him ever again. In 2004, his name was not even on the registry. Decades later and hundreds of molestations around the globe, a student confided with his parents that he had been drugged by Vahey. The parents were told without hard evidence, there was nothing that could be done. After his maid discovered child porn on his thumb drive, the FBI finally intervened to question him. He admitted to guilt but was not arrested. That night he commited suicide.

Over and over, the pattern is the same. Good people fail to register bad deeds done by bad people. Why? As was the case with Vahey, he was so well liked in the community, that nobody wanted to take a chance. Despite having a gut feeling, they lacked courage. Several parents mentioned they were concerned their accusations would be held against them. It's perplexing that they went to school headmaster, and not to police. Good People do not let bad people do bad things.  The key point here is that psychopaths are hunters and hunters go to the prey. Summer camps, Church Youth Groups, and schools. Of particular concern are areas where children are simply numbers such as the child welfare systems, foster care, and Third World Countries.

Third-World countries also play host to Child Sex Tourists who travel there to take advantage of the huge numbers of orphans,  corruption, and poverty.  A 2005 report by the US State Department describes, "Previous cases of child sex tourism involving U.S. citizens have included a pediatrician, a retired Army sergeant, a dentist, and a university professor. Child pornography is frequently involved in these cases, and drugs may also be used to solicit or control the minors."  Disasters and chaos in these countries are also frequent magnets for pedophiles who take advantage of the environment which typically is conducive to covering missing children and evidence.  Haiti is no exception.  Remember, Wolves are predators and they follow the prey.
